LGU Malungon, headed by Mayor Tessa Constantino, gave due honor and recognition for two municipal employees, Henry C. Eudela (Driver I) who served the municipality for 35 years; and Edgardo B. Ugay (Laborer I) with 21 years in service; over a simple yet meaningful retirement and thanksgiving program, during the flag raising ceremony on Monday, January 29, 2024 held at the Municipal Gymnasium, Malungon, Sarangani Province.

Mayor Tessa expressed her gratitude for the retirees, “Ginapasalamatan ko ang kinabuhi ni Angkol Totong, ginapasalamatan ko ang kinabuhi ni Angkol Boy, labaw sa tanan ginapasalamatan ko ang mga pamilya ninyo nga gipahulam kamo sa amon. Imbes ang inyo nga mga holiday, imbes ang inyo nga mga free time ihatag ninyo sa pamilya – ara kamo sa inyo nga mga ubra kay gusto ninyo makatabang. I hope nga madungagan na naman ang aton nga inspirasyon sa panrabaho kay ako mismo pirmi inspirado basta may makita ako nga mga empleyado nga naningkamot ma-plastar ang Malungon more than ma-plastar ang ila nga pamilya.”

LGU Malungon evaluates performance for Midyear 2023

Malungon, Sarangani Province (September 25, 2023) – The Local Government Unit of Malungon, headed by its Local Chief Executive Atty. Maria Theresa D. Constantino, together with the 15th Municipal Council led by Vice Mayor Mariano S. Escalada, Jr. and all the Department and Section Heads of the different offices, conducted its Midyear Program Implementation Review (PIR) for the 1st semester of 2023 on September 21-22, 2023 atthe SB Session Hall, Municipal Compound, Malungon, Sarangani Province.
The PIR is a homegrown initiative of the Constantino administration which aims to evaluate the performance and accomplishments of all the LGU Offices versus its goals and targets from the previous year. The departments and sections were divided into three key sectors – Economic, Social, and General Public Services – and each office must report on their accomplishments from January to June 2023.
As the group looked back into the 1st semester of 2023, amidst all the awards and recognitions garnered by the LGU, it was inspiring to know that we have impacted the lives of our people for the better and for a brighter Malungon in the years to come. The evaluation was organized by the MO-Personnel Section, headed by Arlyne Guilley-Del Rosario, and guided by the Municipal Planning & Development Office with Richard Saranillo (MPDC) who gave the synthesis.

                             LGU Malungon evaluates performance for CY 2022

Malungon, Sarangani Province (March 6, 2023) – The Local Government Unit of Malungon, headed by its Local Chief Executive Atty. Maria Theresa D. Constantino, together with the 15th Municipal Council led by Vice Mayor Mariano S. Escalada, Jr. and all the Department and Section Heads of the different offices, conducted its Annual Program Implementation Review (PIR) for the calendar year 2022 on March 1-3, 2023 at the MunicipalCompound, Malungon, Sarangani Province.
The PIR is a homegrown initiative of the Constantino administration which aims to evaluate the performance and accomplishments of all the LGU Offices versus its goals and targets from the previous year. This year, it was designed to assess the impact of the LGU to its constituents on three key sectors – Economic, Social, and General Public Services – and set new goals to attain the three public contracts affirmed by Mayor Tessa during her inaugural address: Local Autonomy, Poverty Reduction, and Institutional Reputation. The evaluation was guided by the LGU consultant, Sir Rene S. Paraba and team.
As the group looked back into the previous year 2022, amidst all the awards and recognitions garnered by the LGU, it was inspiring to know that we have impacted the lives of our people for the better and for a brighter Malungon in the years to come. Mayor Tessa ended the 3-day conference with a heartfelt message, “Bisan pa man sa kakulangan, kontento ako nga naobra naton ang aton nga trabaho. Kung ano na ang munisipyo subong… from the bottom of my heart, as your local chief executive, maraming maraming salamat sa aton nga contribution.”

Malungon, Sarangani Province (March 06, 2023) – LGU Malungon, headed by Mayor Tessa Constantino, gave due honor and recognition for a municipal employee, Luz O. Mejorada (Municipal Treasurer and Deputy) who served the municipality for 41 years from December 07, 1981 to January 31, 2023 over a simple yet meaningful retirement and thanksgiving program, during the flag raising ceremony on Monday, March 06, 2023 at the Municipal Gymnasium, Malungon,Sarangani Province.
Mayor Tessa, in her message, thanked the outgoing Municipal Treasurer, “Gusto ko ipabalo sa inyo nga halin satong 1981 nga pagpungko ni Ma’am Luz pakadto sa year 2022 nga naging kabahin siya sang Municipal Treasurer’s Office, for the year 2020 to 2023, bisan paman nagka-pandemya inang tuig nga siya ang aton nga Municipal Treasurer, amo na ang tuig nga na-doble kag na-triple ang local collection sang munisipyo sang Malungon. Ma’am Luz, ang imo nga kinabuhi damo pud ako sang natun-an. Salamat sa mga tuig nga nag-upod kita and salamat for being so humble. Maraming maraming salamat sa imo nga kinabuhi. Gina-uli kana namon sa imo nga pamilya.”

                           MPDC Nonito Nuñez honored for 35 years of exemplary service

Malungon, Sarangani Province (October 11, 2022) – Municipal Planning and Development Coordinator Nonito V. Nuñez was given due honor and recognition for his 35 years of exemplary public service over a simple yet meaningful retirement program during the flag raising ceremony on October 10, 2022 at the Municipal Gymnasium.
After serving as a Municipal Councilor for 11 years, Sir Noni was recruited as the MunicipalPlanning and Development Coordinator on July 1998 by Former Mayor Felipe K. Constantino and served as the MPDC for 24 years. Recently, he was also designated as head of the Local Economic and Investment Promotions Office (LEIPO) by Mayor Tessa Constantino.
Sir Noni received a plaque of recognition and a token ring from the local government unit. He was joined by his family, friends, former colleagues, and former supervisor who gave him a tribute speech.
Mayor Tessa, in her message for the retiree, said “I want you to be constantly there for this administration and I am hoping na bisag muretiro ka, dawaton gihapon nimo ang akong offer nga padayon ka nga mahimong consultant sa Local Government Unit of Malungon. Sir Noni, thank you for your leadership. Thank you for your mentorship. Thank you for the love of service and thank you because I know magretiro ka man as Municipal Planning and Development Coordinator, dili magretiro ang imohang pagpangga sa akoa personally and publicly. I’m sure that you will constantly be there for me sa akon nga mga plano and especially sa economic and enterprise innovation and intervention.”
Former Mayor Reynaldo F. Constantino, also gave his message as Sir Noni’s previous supervisor. He said, “Mga empleyado kag empleyada sang gobyerno, tani maski wala na si Pareng Noni diri sa munisipyo, I hope nga makuhaan niyog tulun-an ang iya nga kinabuhi sa karakter sa iya nga public service. Retirees Elustricimo and Abelitado honored for exemplary years of service

Malungon, Sarangani Province (September 13, 2022) – LGU Malungon, headed by Mayor Tessa Constantino, gave due honor and recognition for two municipal employees for their exemplary years of service over a simple yet meaningful retirement and thanksgiving program, organized by the MO-Personnel Section headed by Arlyne G. Del Rosario, during the flag raising ceremony on Monday, September 12, 2022 held atthe Municipal Gymnasium, Malungon, Sarangani Province.
The two retirees were Agustin E. Elustricimo (Utility Worker II), who served the municipality for 45 years from January 1, 1977 to August 27, 2022; and Emilio B. Abelitado (Heavy Equipment Operator I) who served the municipality for 43 years from July 1, 1979 to August 5, 2022.
The two LGU retirees received a plaque of recognition and a token ring from the local government unit of Malungon. They were joined by their family, friends, former colleagues, and former supervisors who gave them a tribute speech.
Mayor Tessa, in her speech, said, “Salamat nga naging ehemplo kamo sa iban nga empleyado kag isa kamo nga naging parte kung ano ang Malungon subong. Inter-Office Sportsfest highlights LGU Malungon’s 122nd PCSA Opening Ceremony
 
Malungon, Sarangani Province (August 31, 2022) – The Government officials and workers of LGU Malungon, led by Mayor Tessa Constantino, once again exhibited sportsmanship and camaraderie as they celebrated the Opening Ceremony of the month-long 122nd Philippine Civil Service Anniversary, with the theme “Transforming Public Service in the Next Decade: Honing Agile and Future-ready Servant-heroes” heldat the Municipal Gymnasium, Malungon, Sarangani Province on Friday, August 26, 2022.
Mayor Tessa in her message said, “Since grabe gid man ang clamor sang mga empleyado nga magpabalhas, so ginbalik naton ang sportsfest sang aton nga mga empleyado. So, I hope na prepared na ang tanan, ang respeto, ang sportsmanship nga bag-o lang ninyo gipanumpaan tani makita sa aton nga mga hampang. Sa aton nga pagsaulog, always be reminded that this is for camaraderie and not for violent competition. This is a friendly activity, ang tumong sini mas maging close, mas magkaintindihan, mas mag pinalanggaanay kag respetuhanay ang mga empleyado.”
“Ang ako lang gid nga handom, nga pag matapos ang aton selebrasyon sa Civil Service Month mas maging inspirado ang tanan sa pagtrabaho, mas marami kayong ma-establish na friendship sa inyo nga mga kaupod kay kung ang pagtrato naton sa bawat isa pinamilya, mas makit-an pud ang aton nami nga serbisyo sa 31 ka Barangays,” she added.
The officials together with representatives from each team gathered at the center of the court for the ceremonial toss to mark the official start of the much awaited ball games.

LGU staff undergoes Competency-Based Local Governance training

Malungon, Sarangani Province (August 19, 2022) – The HR, KX Consult Team of UP MINDS, and Dalhum Inc. will be directly in charge of the months of training that government employees and stakeholders will undergo in order to create a composite technical working group (TWG) that will fully internalize the methodology and applications of the various LGU endeavors in this municipality.
Thein-house project, which LGU consultant Rene Paraba estimates will take 9 to 10 months to complete, if not longer, will increase the efficiency and competitiveness of both the public and private sectors for It is based on the idea of a single, cohesive organization with a single goal, divided into complementary parts, each with a clearly defined responsibility and corresponding performance metrics that is managed by a rigid, stratified structure that is governed by a pre-defined policy.
“The model of the study resembles the mixture of “Fayol-Weber-Taylor” bureaucratic paradigm designed to influence productivity and work behavior of the workforce with the predetermined competency standards. It did work as suitable scientific management model to private organizations. But in the advent of the era of human capital, knowledge management, freedom organizations, etc., thorough examination of the potential risks and sensitivities shall be vital before adopting reforms through this deterministic management model,” he said.
Even though it may be more expansive, take longer to develop, and be quite complex, Malungon will promote competency-based local governance through this project, which will stamp the profound articulation of local autonomy in the field of local governance.

Malungon, Sarangani Province (August 2, 2021) – “Congratulations, nga isa kamo sa mga nahimong instrumento nga-a nga ang aton munisipyo naga-shine subong sa Probinsiya sang Sarangani. Continue to be workers of excellence,” said Municipal Councilor Cesar Nallos on behalf of the 14th Sangguniang Bayan and the Local Government, to the newly appointed and promoted personnel, Monday.

They were named by HRMO chief Arlyne Gulley Joquino-del Rosario at the Sunken Arena Covered Ground at the resumption of the flag-raising ceremony, which had been temporarily halted in recent months as part of the Local Government Unit's preventive effort against Covid-19.

Other photos also show the government workers as they formally took their oath of office before Mayor Maria Theresa D. Constantino in the Mayor's Office, last week.

 Four LGU retirees receive municipal ring, award of recognition

Malungon, Sarangani Province (April 6, 2021) – Four government employees were awarded their respective municipal ring and plaque of appreciation by the Local Government Unit here on Monday, as they retired from government service.
Those who retired after several long years of serving the people of Malungon Municipality were Porferio P. Dela Cuesta, Chief of the Civil Security Unit; Estrella D. Decenorio of the Municipal Nutrition Office (MNO); MHO Midwife II Norma H. Junsay, and Midwife III Elizabeth J. Nallos.
‘Dili tanan sayon sa pagpanarbaho… [apan] lipay gyud ko nga mag serbisyo sa tao tungod kay gihigugma nako ang akong trabaho’ - Nallos, Midwife III, who was then assigned in Brgy. Malalag Cogon, said in a patois as she reminisces some of her experiences after more than 42 years in the government service during the simple yet formal retirement tribute dubbed as - ‘Salamat, Mabuhay..!,' that was held at the Municipal Gymnasium here, April 05.
She also described how difficult her work was, such as when she had to ride a horse to get to the inland villages, or when assisting during childbirth where both the mother and baby's lives were in peril. As a result of her sincere involvement and hard-won achievements, she was honored by Mayor Maria Theresa D. Constantino-led local government with awards and recognitions during her retirement day.
She also thanked the Lord for the constant encouragement, including her Municipal Councillor husband Cesar Nallos, MHO Dra. Rafaida Garay-Hernandez, and all of her MHO colleagues for lending a helping hand over the years.
“Retirement is not the end but the beginning sang bag-o nga plano sang Ginoo. Indi ini ang katapusan, gani kabalo ko nga makabulig pa ako sa iban pa nga pamaagi bisan wala na ako sa gobyerno,” said outgoing CSU chief, Porferio ‘Tatay’ Dela Cuesta Jr who served for seven years, with his visible mix emotions of joy and sadness, that finally he’ll have his rest from public service but at the same time will miss his LGU family.
“Salamat sa paghatag sang dako nga pagsalig sa akon Mayor Tess,” said Dela Cuesta, who was charged with ensuring the safety of not only the local chief executive but also the entire LGU workforce and government-owned assets.
Mayor Tessa D. Constantino expressed her heartfelt appreciation to all of these selfless individuals who dedicated nearly half of their lives to serving the people of Malungon.
“Dako gid kaayo ang kontribusyon nga gihatag nila sini sa aton. Kag kung damo man ang gadayeg nga nami-nami ang Malungon, indi ko ni makab-ot nga ako lang isa. Madamo gid nga salamat sa inyo tanan,” Constantino said.
Decenorio, a Municipal Nutrition Office staff who has worked for the local government for over 30 years, also expressed her sincere gratitude and shared her unforgettable experiences as she served the children against malnutrition. Malungon, Sarangani Province (February 26, 2021) – “I will bear true faith and allegiance to the same, that I will obey the laws without mental reservation or purpose of evasion,” said the then designated HRMO section head Ms. Arlyn J. Gulley-del Rosario, while taking her oath of office before Mayor Tessa D. Constantino as a newly promoted Human Resource Management Officer III (Administrative Officer VI), Wednesday.
With Municipal Administrator Noel Ramos and the whole HR Staff, the room was filled with tears of joy, as Guilley said that she had worked hard and waited more or less 20 years until she reached this new and most desired position.

                               CSC fete ‘online’ winners receive cash prizes

Malungon, Sarangani Province (October 08, 2020) – Mayor Atty. Maria Theresa D. Constantino afforded cash awards to the various clustered groups coming from the different LGU departments that participated the recently held online “Yells Competion” in commemoration of the Civil Service Commission’s 120th founding anniversary celebration.
The competition via internet (fb) live was made to spotlight the commission’s “Gawad Parangal” virtual ceremony that gave special recognition to the most hard-working and deserving employees, departments and department heads, including those faithfully tendered 25 years and above services in the local government.
Among the named top three winners in the ‘Yells Competition” were those in group 04 that was represented during the awarding by Municipal Assessors Office head, Ms. Honnelyne J. Guilley-Toyogon. With the group that received the first prize of P10, 000 cold cash were the Office of the Municipal Agriculturists (OMAG), Bureau of Fire Protection (BFP), Mun. Accountant’s Office, Mun. Budget Office, General Services Office, and the Barangay Monitoring Technicians.
The P7, 000 second prize cash prize was awarded to group 02 that was represented by Municipal Administrator Jessie Dela Cruz. The clustered group was composed of the MO-Executive, Market, Permits and Licenses, Civil Security Unit, Municipal Disaster Risk Reduction and Management Office (MDRRMO), Municipal Civil Registry (MCR), Municipal Information Office(MIO), Public Employment Services Office (PESO), and the Municipal Nutrition Office (MNO).
Third place goes to group 05 where to wit the P5, 000.00 was received by no less, Vice Mayor Mariano S. Esalada Jr. The winning team of offices include the Municipal Health Office (MHO), NDP, UHC, PHA, HRM, and the Sangguniang Bayan staff.
The other participating teams also received consolation prizes. “They (LGU workers) are all winners for rendering the time and effort in public service. Constantino shared an innovative form of celebrating the Civil Service Commission’s (CSC) 120th founding, as they made it through employing the internet links on Monday last week.
To drive through the awarding and recognition of ‘hard working’ and dedicated employees in the local governance, Constantino spearheaded the utilization of a new method that metaphorically convened employees with the use of Facebook (fb) or the social media networking scheme.
Billed as – “Public Service in Digital Transformation,” the first of its kind merriment that was likewise overseen by Ms. Arlyne Guilley-Del Rosario, the Human Resource section head, was cheerfully joined by workers of various departments by the use of their laptops and cellular phones. This is to prevent the mass gathering in the midst of the ongoing health crisis that is caused by the coronavirus pandemic, the chief executive said.
Among the highlights of the said commemoration includes the awarding of the 35 most acquiescent offices, top 3 rank and file LGU workers, hall of fame holder offices, section heads, selected rank and file, and casuals, including those public servants who provided services for the period of 25 years and above. GENERAL SANTOS CITY- Local gov’t officials, department and section heads, including the chief of locally-based government line-agencies and the civil security unit convened for an another customary reassessment of accomplishment and performance at the Mt. Sabrina Hotel and Resort here, Saturday.
Led by Mayor Tessa Constantino, the mid-year performance review is being retained, to assess how far the local government has worked in six months, the conduct of service that needs to be enhanced, and to find out what more it (LGU) could do for the benefit of its populace.

Sadang bids adieu to retire, after serving the government for 36 years. Former Mayor Reynaldo F. Constantino also expressed utmost gratitude to the dedication and sacrifices that the retiring agriculturist have shown as an action man and focal person of the Office of the Agriculture, ‘that made great impacts in uplifting the lives of the local land tillers’. “Isang makina tayo, na tumututok at nagtrabaho para sa Munisipyo,” the elder Constantino said, as he elucidates that behind of today’s success is hard work that needs more through unity and cooperation, for the good and progression of all. The Year-end Accomplishment Review

Three retirees bid LGU a ‘warm adieu

Malungon, Sarangani (January 28, 2020) Sixty three-year old Fe Q. Requiz (right side, upper photo) failed to conceal emotions as she bids farewell to fellow employees, specifically of the local-based Agriculture Dep't, which she considered a ‘home’ while serving over 39 years in the public service, amid a simple retirement ceremony at the Municipal Gymnasium, Monday, January 27.

Nanay Fe as to what close friends use to call her, is an Agricultural Technologist. She is one among of three honorees that includes an officemate, Mimilyn T. Davis, who also serves the LGU for 37 long years, and one Vicenta E. Magbanua, 27-year Dental Aide in Regional Health Unit (RHU).

In their brief message of adieu, the retirees says ‘their heart will forever belong to Malungon, and shall continue to support all of the amiable programs of the Constantino-led local government.’

Constantino gave them great acknowledgement for all the time spent , and for being a living inspiration to other employees to strive more in serving the masses - with a happy heart.

Ms. Arlene Joquino Guilley-del Rosario, the LGU Human Resource-designated chief, said with this year’s theme: “CSC @ 110: Upholding Integrity and Building a High-Trust Society,”the whole day affair is a continuity of the recently held September 19th region-wide assembly of government worker-representatives to share a day-full of fun games at the Mindanao State University compound in General Santos City. “The CSC month is not exactly a celebration for just the commission itself, but as well for all the workers of the government, and the dedication they have stressed the administration and the general public through sincere, trustworthy, and efficient kind of public service,” Toyogon stated. Mayor Maria Theresa D Constantino in a privilege speech, also granted recognition to all the efforts of the department heads for giving expert guidance to their respective employees, the Malungon Municipal Employees Union (MMEU) for their tremendous assistance in the grooming of the successful event, and for all of the comprising LGU workers for always serving the masses with a welcoming smile. “Ang importante sa Malungon ang consistency, respect and cooperation with this town now being known of its best programs, and its human resource that always serves with a happy heart,” said Constantino, as she once again reminded everyone that the main aim of the fun day is to share the importance of unity - and not to contend. Local gov't join CSC's 119th year foundation fete

Malungon, Sarangani (September 23, 2019) – The local government unit here, in association with other LGUs and government-line agencies convene for the annual commemoration of the Civil Service Commission’s founding at the Mindanao State University campus on September 19.

Led by Vice Mayor Mariano Escalada Jr., HRM designated chief Ms Arlene Guilley-Del Rosario and MO chief of staff Cristina Constantino-Lapaz, the local team combined and the rest participants joined in a camaraderie sports feast that aims to remind everyone about the splendid contribution of the men and women in government who uphold the country’s societal goals and over-all vision of improving more the quality of public service for the welfare of the Filipino nation.

Malungon is CSC’s sole town PRIME-HRM awardee in R-12

Malungon, Sarangani (July 26, 2019) – This municipality owns the lone South-Central Mindanao Region-based local government unit that was conferred with the Civil Service Commission’s PRIME-HRM (bronze) Award in rites that was graced by ranking CSC officials at the Philippine International Convention Center in Pasay City, Manila.

This is of the area-based six (6) various institutions that were chosen for the award that weights so far as the highest accolade to be obtained under the Maturity Level II Category, these days.

The prestigious Program to Institutionalize Meritocracy and Excellence in Human Resource Management Award was received on behalf of Mayor Maria Theresa D. Constantino, by municipal Vice Mayor Mariano Escalada Jr and Ms Arlyne Joquino Guilley-Del Rosario, Administrative Officer II-designate and HR head on Wednesday, July 24.

“Of 17 municipalities that comprise the Soccskargen (South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos) growth area, Malungon Municipality is so blessed to be selected sole recipient of this very prestigious accolade at the municipal level. This is aside from hundreds of various institutions that got their award on different other categories during the event,” Del Rosario explained.

In line, Mayor Constantino stressed her warm congratulation to the human resource section, and particularly to the rank and file, 'for pursuing excellence in governance thru unity, cooperation, diligence, and discipline.'

“Kudos to the MO-Personnel Section for pushing and inspiring the human resource of the municipality into better public servants,” Constantino said.

The plaque-award was personally handed on stage by no less CSC Chairperson Alicia dela Rosa-Bala and Commissioners, Leopoldo W. Valderosa Jr and Aileen Lourdes A. Lizada.

Officials said this will be an add-on to the string of prestigious accolades that the local government have able to receive through sincere public service, hard work, and this time - for having put through its human resource management to achieve the four core systems that are defined under the enhanced PRIME-HRM guidelines.
